This PR:

Updates fastlane from 2.214.0 to 2.219.0
Updates the Release Toolkit from 9.1.0 to 9.4.0
Adds rubocop to the project
Adds the rubocop.yml file
Applies the suggested Rubocop fixes
Updated "Installable" builds to use the current "Prototype" naming (there was a Rubocop violation for the installable build PR comment length, so I went ahead and updated it)

There's a lot more work to get the Fastfile up-to-date, but this seems like a good place to start 🙂
