Update California privacy policy link #1694

Fix

The anchor link to the privacy policy for US states has changed, this PR fixes the broken link. Note that the text should still refer specifically to CA, as noted internally (ref: p4H3ND-1El#comment-3586 )

I assigned this to 2.34 and added a release note - since there were no existing notes for 2.34, even though it appears to be in code freeze. Feel free to move it to whatever makes sense!
