Flatpak runtime end-of-life #3167

Expected

Installing Simplenote as flatpak should work without warnings from the system.

There is already org.freedesktop.Platform version 23.08 available for flatpaks. As 21.08 is end-of-life, the runtime in the flatpak should be updated.

Observed

System message:

org.freedesktop.Platform 21.08 is no longer receiving fixes and security updates. Please update to a supported runtime version.

System: Fedora 38 Simplenote 2.21.0
