Follows up on @codebykat 's comment in #3204 , https://github.com/Automattic/simplenote-electron/pull/3204/files#r1638753450

Centralize logic to decrypt the prod config via make
Run it in CI before building for all platforms

WIP: I know this will work in the Unix-based builds, but I don't know what the Windows one will do when asked to call openssl. 🍿 ...
