[ ] add an option to disable the checkbox
[ ] add an action where developers can add additional documentation or document why the checkbox is disabled.

can you explain this one a bit more?

This one was, iirc, a way for a developer to set a reminder text that would inform users about that site's editorial policy/rules/etc for disabling SCAIP on a post.
