Use new scaffold repositories in the create-repository command

This PR aims to replace the scaffold files inside the CLI tool with two template projects on GitHub:

• https://github.com/a8cteam51/team51-project-scaffold for projects
• https://github.com/a8cteam51/team51-issues-scaffold for issues

List of changes:

• Deleted all the scaffold-related files from the repo
• Added two README.md files to replace the template readme which doesn't quite fit
• Removed the plugin-autoupdate-filter from the repo and made it such that it gets installed on the create-production-site command
• Removed the API call for adding branch protection rules because they only work on higher-paid GitHub tiers so the call was not doing anything anyway
• Removed the use of the GITHUB_DEFAULT_ISSUES_REPOSITORY because https://github.com/a8cteam51/team51-cli-default-issues is empty and thus not doing anything ... I propose we archive it;
• Remove the addition of the GH_BOT_TOKEN repository secret because the new GH Actions don't need it

Future list of changes:

• I propose that, after this gets merged, we further remove the creation/deletion of issue labels on new repositories from the code and simply update the default list of labels configured at our organization's level; see p1681145404738599-slack-C018UMRUN3V
