Satellite: Big white gap on header image area when there's no header image set (Firefox/Chrome)

Steps to replicate

• Create a website/blog using Satellite theme; then set no header image for the website.
• View the website on Firefox browser (as of now, it's being viewed on Firefox 71.0)

Result

When viewed on the Firefox browser, you can see the big white gap in the header image area.

Expected

There is no big white gap; the content should be displayed directly under the site title -- just as when viewed using other browsers (Chrome, Safari)
