Activate a theme that has widget locations on a Simple Business Plan site (Rebalance discovered/thoroughly tested).
Create a number of posts and add tags to them.
Add a Tag Cloud widget.
Look at the Tag Cloud widget. It should have varying font sizes.
Go Atomic.
Refresh the page and look at the Tag Cloud widget. It now has uniform font sizes (using !important CSS to override the inline) and a border.
Result
The Atomic Tag Cloud adds !important CSS for font sizes that overrides the inline CSS to make a Tag Cloud a Tag Cloud.
Expected
The Tag Cloud to remain a Tag Cloud.
I haven't tested the Simple to AT on other themes (it's a long process), but the new CSS formatting is visible on other themes as well:
Lodestar, Dyad 2, Shoreditch are three examples. It works and looks fine on a number of other themes (Radcliffe 2, Penscratch 2, Dara, Libre 2, Karuna, for some examples of it working).
