Steps to replicate

Steps to replicate Browser Version: Safari browser Version 11.1.2 on Mac OS

  1. Create a WordPress.com site
  2. Add theme Pique
  3. Customize the theme to include an anchored menu under Theme Options > Menu Settings> Add an anchor menu to the front page.
  4. Set the Theme panels with any pages, as seen here under "Theme Options": https://cloudup.com/cqea_NNSp1n
  5. Publish changes done in the customizer
  6. Visit site in a browser
  7. Click on one of the panel menu items

Result

There is a bit of sluggishness and a blue outline around the selected area. screen shot 2018-08-16 at 11 05 13 am

Expected

I get taken to the section without any additional blue targeting outline.

Having trouble replicating this one and I tried in both Safari and Chrome. If I had to guess those blue borders are probably a browser bug.

Could use a second opinion here: @crunnells @laurelfulford

The video from the ticket does not load anymore... it would be good if you could see if you can re-create again (and do another quick video for us). I could not, so leaning towards browser bug as well.
