Independent Publisher 2: When excerpt present, Read More button disappears

Steps to replicate

1. Publish a blog post a few paragraphs long.
2. In the Customizer, set the Content Options > Blog Display to show the Blog excerpt and save changes.
3. Navigate to the site's posts page.
4. Note that the Continue Reading/Read More button is present on the post
5. Navigate to the post's editor and add a manual excerpt. Update the post.
6. On the blog feed, the excerpt appears, but not the Continue Reading button.

No manual excerpt present (theme generates auto excerpt):

Result

The Continue Reading/Read more button disappears when a post has a manual excerpt.

Expected

I expected the Read More/Continue Reading button to appear when a manual excerpt was present, especially since the theme's Blog display setting uses the specific term "Blog excerpt."
