Photos: No custom colour palettes #530

In testing #462, I noticed Photos doesn't come with its own colour palettes, though it has custom colour support.

The theme should have six colour palettes added, to allow more customization.

Steps to replicate

  1. Navigate to the Customizer > Colours & Background
  2. Click palettes.

Result

Nothing shows.

Expected

To have six palettes to choose from, like other themes.
