I tested this with and without FSE and in both cases, social icons did render correctly:

They have a Premium subscription, and I tried switching the theme to a non-FSE one and it doesn't help
Thanks @jromales! I was able to reproduce this on an Atomic test site (Barnett theme)
And, also on Simple site (Premium plan, Marl theme)
Only seems to be reproducible on FSE themes that have a Menu option in the customizer and require you to select Social Nav Menu location:
Examples: Bennett, Barnett, Marl Themes like: Skatepark and Stewart are not affected
