Blank Canvas: FSE Link Style Doesn't Match Page Editor Style

Quick summary

Links are underlined in the Site Editor. In the Page editor, links are not underlined. The live view of the site does not underline links unless they are hovered.

Steps to reproduce

Add a link to the home page editor. Notice that it is not underlined.
View the home page through the site editor. The link will be underlined.

What you expected to happen

Links would have the same formatting regardless of where they appear.

What actually happened

The links had different formatting only in the Site Editor.

It isn't possible to turn off the underlines in the Site Editor, as the Decoration settings don't work for these underlined links

Actually, I re-tested this and I could only replicate with Blank Canvas.

Previously, I was comparing the results with the frontend, not the page editor.

Moving to themes.
