Through testing, I found that the secondary color has no impact on this issue. The underlying issue seems to just be that when a lighter color is set as the Primary color, at first the dropdown menu's :hover state shows a faded version of that color, but the live site (and the customizer after refreshing) actually show a white background on the dropdown menu's :hover state
