Group block padding setting not available when the active theme is Twenty Seventeen

Quick summary

The user was trying to add padding to a group block but the settings were not there. When the padding was added while a different theme was active it stayed the way it was. I was able to reproduce this on my test site.

Steps to reproduce

Activate Theme Twenty Seventeen Create a page Add a Paragraph Block to a Group Block Try to adjust padding > settings are not there

Activating a different theme will show the settings Changing the settings is possible. Activating Twenty Seventeen again > settings are gone, padding remains.

What you expected to happen

I was expecting the setting to show up the same as they do with other themes.
