Publication theme: Cover block with Fixed background does not works when full-width is selected

Quick summary

Image does not stays fixed when "Full width" option is selected in Cover block. This issue is specific to Publication theme.

Steps to reproduce

1. Add "Publication" theme
2. Add a cover block to the page
3. Set background image in the cover block to "Fixed background"
4. Select "Full width" under the align options in Cover block

What you expected to happen

Image to appear fixed while scrolling

Image not fixed while scrolling

• Tested on Simple – Replicated
• Tested on Atomic – Could not replicate
• Replicable outside of Dotcom – No

📌 FINDINGS/SCREENSHOTS/VIDEO

• The Cover Block + Full Width + Fixed background worked as expected on AT and Self-Hosted sites. On Simple WordPress.com site, the cover block appeared to work in the editor, but the background was not fixed on the live site.

• Switching to Wide Width allowed the fixed background to work as expected once more.
