The issue is introduced by https://github.com/WordPress/gutenberg/pull/60154 and here is a PR, https://github.com/WordPress/gutenberg/pull/60802, that addresses this issue.

Another report -- 8059783-zd-a8c

The user was on the Libre 2 theme. As a temporary workaround, users can disable the Use theme styles in the post editor Preferences > Appearance settings.

@rw-ye good idea! Unfortunately, that doesn't work on the Apostrophe 2 theme. 😞
