Add "Install on WordPress VIP" section to README #35

Description

Add a section about WordPress VIP activation via mu-plugins to the README.

Note that the wpvip-mu-plugins-block-data-api link may need to be updated to match the published documentation URL. This is currently set to the non-functional link https://docs.wpvip.com/technical-references/vip-go-mu-plugins/block-data-api-plugin/.
