feat(dev-env): add DNS check to health check to ensure domains resolve correctly

Description

• do not check DNS when we bootstrap Lando, as we don't always need DNS;
• if a domain does not resolve at all: display a warning saying to update the hosts file and a link to the documentation;
• if a domain does not resolve to 127.0.0.1: warn that things may not work as expected.
