docs: update changelog #2055

To prepare for releasing 3.8.5.

This release is mainly to trigger a go-search-replace update to 0.0.7, because updating vip-cli will also cause the existing binary to be deleted.

P.S.: I used Github's 'draft release' feature to generate most of the changelog.

Closing, turns out @automattic/vip-search-replace always downloads the newest version of go-search-replace.
