Responsiveness: Improve Tabs

Options to improve the responsiveness of the Tabs components:

1. Wrap the tabs so there are multiple lines of tabs
2. Switch to more of a vertical accordion view when they don’t fit (probably can only be done as a mobile view so doesn’t really solve the problem)
3. Add < > buttons on the right side to move through the tab list if there are too many to display
4. Add a 3 dot overflow menu with a dropdown list of the extra tabs
