Prompt to Activate EU VAT and Shipping Extensions #1047

Some Commerce plan features are not activated by default and require the design of dedicated, dismissible notices/experiences to let merchants activate and use them, for example:

The EU VAT extension could expose a CTA in the Tax Settings area inviting (EU-based?) B2B merchants who want to sell in the EU to not charge VAT to their customers.

Shipping method extensions are geo-specific and therefore not pre-activated in the Free Trial or other plans. Merchants should be prompted to activate the Extension they want to try/use in the right contexts.

@FlorianBru I've added a new project for us to look at the NUX for all extensions included in Woo Express, I'd prefer to take a holistic view of the experience. I'll leave this open as a reference for any other issues which come in.
