[LYS] Sync LYS coming soon status to WPCOM using `update_option` listener #1496

Issue description

Attach a update_option_woocommerce_coming_soon action to listen to option value change, which then calls /sites/%d/launch API.

Acceptance criteria

  1. Attach listener for all Atomic site plans except free trial
  2. Test by checking WPCOM's coming soon status in https://wordpress.com/settings/general/SITE_URL after:
    • Clicking on launch in LYS
    • Changing status from "Live" to "Coming soon" and vice versa in Site visibility settings
