Display available payment methods on the Setup additional payment methods screen for recently onboarded WooPayments merchants

Description

As a recently onboarded WooPayments merchant, When I visit the Setup additional payment methods screen, I want to see the payment methods I have available so I can choose the ones I want to set up.

Acceptance criteria

1. The available payment methods should be divided into 3 sections: WooPayments, Other payment solutions(?), and Offline payment methods(?).
2. The WooPayments section should include the "Buy Now, Pay Later" and "Local payment methods" options.
3. Each payment method should have a button that the merchant can click to start the setup process.
4. "Local payment methods" button takes the merchant to the existing stepper to enable local payments.
5. "Buy Now, Pay Later" button takes the merchant to new screen.

To discuss with the team wether to include within initial project scope

7. The "Other payment solutions" section should include payment methods such as Stripe, PayPal Payments, and Square.
8. The "Offline payment methods" section should include options like "Cash on Delivery" and "Check payment."
