Move to/from address editing to popover modal #1761

Based on the design the to and from address editing should happen in a modal (not accordions)

This was a super nice to have and @olaolusoga and I discussed it would likely not make this release which is why we never had a story for it. Lets keep this one out for now unless we just end up with extra time.
