Update "Print Shipping Labels" docs #1790

Docs in https://docs.woocommerce.com/document/print-shipping-labels-woocommerce-shipping must be updated to show the new flow.

Let's address this with the other 1.23.0 work. I think we should hold off before updating these in case the designs get tweaked.
