Add **Attention:** Shipping features have moved to a new dedicated plugin. [Download the new plugin](https://wordpress.org/plugins/woocommerce-shipping/). to readme.txt.

We can run the readme.txt through the validator https://wordpress.org/plugins/developers/readme-validator/. But nothing else to test.

E2E tests aren't running Fri Aug 9 17:29:27 UTC 2024 - Docker container is still being built, but updating the readme.txt is safe. Merging.
