Using the bulk status change tool on the orders list table fails to change all selected orders and only changes one.
To Reproduce
Enable HPOS
Select multiple orders (either by clicking a few check boxes, or by selecting all)
Use the bulk status change tool to transition them to "completed".
Only on of the selected orders will be updated.
