What I expected
I expected to see a message like this, which is what appears in WP Admin:
The parent theme could not be found. You will need to install the parent theme, genesis, before you can use this child theme.
What happened instead
I saw this incorrect/misleading message (on self-hosted Jetpack and AT sites):
Upload problem: Theme already installed on site.
