Editor: Can't add videos from Google Photos from Media library with Video block #30115

Steps to reproduce

If I add a Video block, and then select the option to add a video from my Media library, there's no dropdown in the Media library selector.

On the other hand, if I add a Image block, and then go to the Media library selector, I'm able to click on the dropdown, and select my Google Photos library.

What I expected

To be able to select from a linked Google Photos album in the Media library selector, regardless of whether I'm accessing it through the Image or Video blocks.

What happened instead

There's no option to add a video from Google Photos through a Video block option. I have to add an Image block, then add the video from Google Photos, then remove the Image block.

When I subsequently add a Video block, the imported video is available in the Media library.

Firefox Developer Edition 65.0b9

macOS 10.14.2

Noting that this is actually a problem to solve in the media modal and not related to our custom VideoPress-enhanced video block.
