Community Translator: Incorrect GP project used in production

The GP_PROJECT constant relies on process.env.NODE_ENV which is not available in the browser.

This will mean that the Community translator will use the test project instead of the live wpcom project for getTranslationPermaLink() and getSingleTranslationData()

We'll need to fix this for the v2 community translator
