Settings: Writing -Enhance CSS customization panel shows on Atomic, not on simple #36405

Steps to reproduce

  1. Starting at URL: https://wordpress.com/settings/writing/DOMAIN
  2. Go to "Theme Enhancement" section

What I expected

I expected neither simple and atomic sites to show the Enhance CSS customization panel

What happened instead

It shows on Atomic only, and it's on by default. If you turn it off, you now have fewer options in the customizer when compared to the options in the simple site. It doesn't seem like this is a needed option
