Hosting: add ability to trigger full site backup #37342

Follow up to https://github.com/Automattic/wp-calypso/issues/37258, lets give folks the ability to trigger a full site backup before modifying DB information or the file system.

As @ssear notes:

There is currently not a Calypso endpoint for triggering a backup, but there is no barrier to creating one. For the wpcom-side implementation, vaultpress-api-client.php has a site_queue_backup() method.
