Media: Add Max Image Upload Size Setting #38626

Users frequently upload images directly from whatever camera they're using. These images tend to be very large in both pixels and file size, taking up a lot of space in the media library.

The WordPress Mobile Apps have a great solution to this: users can set a "max image upload size", and images will be uploaded at that size.

Here's how that looks on the iOS app:

I'd love to see something similar as a setting within Calypso

Context / Source

This allows users to upload smaller images consistently without having to reduce each image manually.

I often help folks who have filled up their media library (based on the space their host provides) and didn't realize how much space their individual photos are taking up.

Talked with someone today who was surprised to find they were at their limit already; the ability to upload images at a smaller size automatically would be very helpful here.

Came up again in chat today. It would be really helpful to be able to set a max image upload size so folks can better control their media library usage.
