Activity & Backups: verify empty state is logical and helpful to explain how Backups work #40150

Question: What does the empty state of the Activity & Backups screen look like for an Atomic site?

When you land on the page — might you be confused about “activity being empty” — given that maybe backups aren't working, and you've contacted support?

Here's what the current Activity empty state looks like:

Here's the current empty state for a brand new Jetpack site. (I created a new site with Jurassic Ninja, connected it to WordPress.com, and purchased a Jetpack Personal plan for it.)

The "Manage backups" URL goes to https://wordpress.com/activity-log/174205420 — and shows the same Empty State "Welcome to your site’s activity" banner since I haven't dismissed it yet.

This URL doesn't need the extra query string to pre-filter the Backup items — because there aren't any yet to view!

Here's what another view of an empty state looks like:

Of note, this makes it seem as if the site doesn't have any overall activity either! I do like that it allows you to "Remove All Filters" but believe more can be done here.
