Enable Gutenberg blocks in notification comments to enable a richer editing experience. #41120

Steps to reproduce

  1. Starting at URL: Use the notifications to answer to a post/comment
  2. A new comment will be created, but it uses the classic block

What I expected

I expected a paragraph block to be consistent. However, when you add a comment to a p2tenberg P2 post using notifications, a classic block is added instead of a paragraph block.

Suggested title to turn it from what it cannot do to what we wish it would do better: "Enable Gutenberg blocks in notification comments to enable a richer editing experience."
