Feature Request: Dynamic Table of Contents Block

Steps to reproduce

1. Starting at URL: wordpress.com
2. Create a new post or page
3. Try to insert a dynamically rendered table of contents block

What I expected

Easily ability to add TOC block that picks up headers in post/page and shows TOC at top (like Google Docs, Confluence etc)

What happened instead

No support

I currently have a custom reusable block but I need to edit the HTML manually each time I add a new H1 in the page:

[github-actions[bot]]
