Gutenboarding: Add layout with Recurring Payments block as premium starter design

For that, I've built a starter design with Recurring Payments (paid) block with Rivington, global fonts, and a custom colour scheme in the theme. My understanding is that the user who chooses the layout needs to pick a paid plan. I imagine, to make it clear why it's premium to the user, a page with a description like what @dubielzyk has been working on would be helpful.
