Media: WooCommerce product image upload requires trackers not be blocked to function properly #43915

Steps to reproduce

  1. Install EFF's Privacy Badger plugin for Firefox https://github.com/EFForg/privacybadger
  2. Using a site with WooCommerce installed, add a new product
  3. Open the Privacy Badger settings and note that it says no trackers are detected
  4. Upload an image
  5. Open the Privacy Badger settings again and note that it now says trackers are detected. Change the preference to the most restrictive option 🚫.
  6. Upload an image for the product by dragging and dropping or clicking the image upload area
  7. Wait for the image preview with the spinner to go away

What I expected

Normally, the image flashes away and then comes back without the spinner.

What happened instead

The image flashes away and never comes back.

I also noticed that Privacy Badger does not detect trackers on the page until after you've uploaded the image. Once you have uploaded the first image, you'll see these options:

Setting it to 🚫 will cause the behavior described above
