Two Step (2FA) missing +682 country code

Steps to reproduce

1. Starting at URL: https://wordpress.com/me/security/two-step
2. Perform a new setup of two-factor authentication and try to find the +682 country code. (Should be under Cook Island or Rarotonga)
3. The +682 country code isn't available, and this prevents the user from securing their account with 2SA/2FA.

@xpurichan Did they maybe reveal the 4th digit as well? The library we are using only specifies +6825 or +6827 for Cook Islands: https://github.com/AfterShip/phone/blob/master/lib/iso3166Data.js#L399

Looks like +6828 might have been added in 2016 but I wasn't able to verify this in the official https://www.itu.int/oth/T020200002F/en document since it's only from 2006.

@akirk unfortunately they didn't and I thought the 3-digit number was fine since it's what Google shows too. I see another HE has asked them in the above ticket. If we get a reply we'll update you here.
