Add support for setting a background video via URL, similar to various themes that allow the setting of a URL for background video.

Example: https://wordpress.com/theme/soho Demo site: https://sohodemo.wordpress.com/

@cathymcbride @apeatling Hi! I moved this to View backlog since we're not really working on cover block at Create and it's a new feature rather than maintenance task.
