Create a new site in the FSE onboarding flow and follow the tour to this slide …

Follow the instructions as written by opening inserter, and clicking on some blocks and you'll find them …

… added below the footer of your site.

Possible options:

On editor load, preselect the last root-level block before the Footer.
Update the welcome guide to suggest dragging the block/pattern into the editor.
If no blocks selected, select the last root-level block before the Footer, before inserting a new block.
