Feature Request: Custom Emoji #55431

What

Would it be possible to give users access to Custom Emoji like we have in P2?

Why

Could be a great touch to give users access to standard emoji - but also potentially others.

also include icons from our services like WP, Woo, Jetpack, Tumblr, Pocket Casts, Day One, etc.

How

We have this in place internally - but I'm not sure of the mechanism. Is it worth a spike to see if/how it could be included for all WPCOM users? Could be cool for writers.

Love this idea, but not sure if we have bandwidth to do the discover and then dev work in the Blogging Pod. Also not sure it fits in "Back to Basics".
