Remembered a ticket from last week where this happened - 4282375-zd-woothemes As a workaround I manually added the right plan for the user via SA.
Updated initial post with workarounds.

I see this in a Quick Start session connected to 4297260-zen. As a workaround, I used the link for the upgrade in SA.
another; 4299011-zd-woothemes
I believe it is closed as per https://github.com/Automattic/wp-calypso/pull/56276
Iโve had another case of this today here after a connection was broken by an AIOWPM import:
p1633527472086200-slack-C03TY6J1A 4355364-zd-woothemes site: http://juliasatterlee.com/
I had another one on: 4355050-zd-woothemes
As well, they migrated their site via AIOWPM, and at_options
were not present
When I was trying to re-connect Jetpack, JP plans page was being displayed, so I needed to go back, and click on the "Approve" button to get it connected.
I'm wondering if there are/were two seperate issues.
Right now, we're seeing sites occasionally go through a unique reconnection flow that doesn't allow WoA sites to fully reconnect.
More details on a new internal P2: p9F6qB-7xg-p2
This is being looked into by Jetpack folks as part of the issue noted above with Jetpack connection flows: p9F6qB-7xg-p2
I saw this marked as recently fixed on the hot list but I have a user now 4395049-zen whose WP Plans page is only showing Jetpack upgrades.
I tried reconnecting Jetpack but that didn't fix it. I'm also unable to add the Biz plan subscription manually in SA as it says This upgrade is not available for a Jetpack site.
What's the best way to proceed here?
Flow Patrol (Manage) will be working on a new internal tool over our next couple sprints, so I'm putting this back in the Inbox.
There's been no more reports in 8 months and wpcom products should be assignable to any WoA site through Store Admin again.
Let's close this for now as it's not reproducible. Please feel free to reopen when you come across this again, ideally with steps to reproduce.
@obenland This issue is still present and possible, a variation of it anyway. We see it regularly, HEs just have a workaround for it.

@griffbrad This comment (p9F6qB-7xg-p2#comment-47216) mentions that Calypso folks are looking into the issue with the wrong plans pages showing. Is that correct?

@cometgrrl Sorry for the delayed reply. I was out last week. Not that I'm aware of, but it's possible someone reached out to someone else on @Automattic/team-calypso directly.
Quick summary
On Plans page ( https://wordpress.com/plans/ ) on some AT sites, it displays Jetpack Upgrades instead of WordPress.com Upgrades
For more details (because it involves my AT test site and a glimpse of Blog RC), please check the P2 here: p9F6qB-7rq-p2
Steps to reproduce
Go to Plans page (Dashboard > Upgrades > Plans > click Plans tab): https://wordpress.com/plans/
Please note: This issue might not replicable. I see this incident on one of my test sites, while the others are displaying WordPress.com Upgrades as expected
What you expected to happen
To see WordPress.com Upgrades
What actually happened
I keep seeing Jetpack Upgrades. With my test sites, this issue stays even when all plugins (except Jetpack) deactivated
