3 years ago Triaged. While I can replicate this, the content can still be copied from the within the editor.
It's a workaround but is also an extra step for users.
The option to copy a page from Pages in Calypso (https://wordpress.com/pages/siteURL) doesn't appear to be available like on simple sites:

2 years ago Ran into this in 35431382-hc. I deactivated user's Thrive Architect page builder plugin and the "copy page" option returned.

1 year ago In 37703260-hc the Copy page option isn't available in Calypso until I got the customer to disable the Elementor plugin.

Quick summary
When user has a pagebuilder plugin on their site and the copy post module is on the copy post option doesn't display on the calypso side. This appears to be true whether or not the plugin is active and persists after the plugin is removed. Deactivating and reactivating copy-post module didn't change this. It always shows in wp-admin page Happens at minimum with Elementor and Zion
