Navigation Block: Add Automatically Add Pages Option

What

Add the option to automatically add new pages to menus when using the Navigation block.

Why

The option to automatically add new pages to menus was a feature from the Customizer, which now only works on older themes, FSE and the Navigation block don't offer this. Since we're now using FSE and new themes more every day, this option in the Customizer became confusing and obsolete, users might expect that this setting would work when selecting a menu created from the Customizer on a Navigation block.

In fact, when working on a Navigation block and selecting a menu from the Customizer, it seems it loads the current state of the menu, it never changes after that (with menu updates from the Customizer, or creating new pages if the option to add them to the menu is enabled).
