What

If a user attempts a domain transfer using free credits, and if for some reason the transfer fails.

Why

The user is asked to pay when they reattempt. This leads to confusion and bad user experience. It would then require a HE to reinstate the credit.

On the ticket below, the domain transfer was falling because their domain was registered less than 60 days ago. The user canceled the transfer, but the domain credit was not restored.

This issue also happens when users cancel a recently created domain. The domain credit should be automatically added back to their site:
