Many users believe that since we have a Jetpack Download Backup button, there must be another option somewhere on the WordPress.com dashboard to import Jetpack backup files. Some people download the backup when cancelling or downgrading a plan, or deleting a site, thinking that they can upload it to a new site any time in the future if they decide they want their site back. Then when they learn that it is a technical manual process, there is no way for them to migrate their site using a plugin because the site is gone.
