VideoPress privacy setting on a simple site not working. #65916

Quick summary

Video file privacy setting on a simple site doesn't do anything. Video has the same privacy as the site.

Steps to reproduce

Set a simple site private
Upload video and set it public
Go to a video link

*Or the other way around:

Set a simple site public
Upload video and set it private
Go to a video link

Video displays according to the video file setting.

Video has the site privacy setting.

I can recreate that the video file link privacy matches the site privacy, but I think this may be the expected behavior. The only way I see to set the video privacy is on the Video block, not on the video file itself, so I'm not sure if this is a bug. When viewed on the site, the Video block privacy settings work as expected. For example, this is a video in a Video block set to private on a public site:

@jamiepalatnik I did it from Media, in our docs it says that both options are ok and also that video file privacy follows the site privacy only if set to " site default": https://wordpress.com/support/videopress/#private-videos

Able to reproduce this issue. Leaving normal priority, as Privacy issues are important.
