Let's timebox a technical spike and document what's missing from WordPress.com so that

[ ] it can support billing SaaS software as WooCommerce.com does with https://woocommerce.com/document/billing-api-for-saas-products/
[ ] SaaS products from WC.com are surfaced in WP.com

I have created pdh6GB-1XJ-p2 and will also create issues with the Marketplace SaaS Licensing label
